![]() ![]() ![]() Lori Hanlon-Widdop is the Zoning Officer of Haverford Township (Township) and is charged with the duty of issuing building permits and certificates of occupancy for the Township.1 Q&D is the owner of the property known as the Lamplighter Tavern, which is located in a residentially zoned district, and has been operating as a tavern continually since 1971. ![]() ![]() The relevant facts of this matter, as stipulated to by the parties before the trial court, are as follows: Q&D is a Pennsylvania corporation doing business as Lamplighter Inn. Therein, Q&D sought a deemed approval and a temporary injunction to prevent the Zoning Hearing Board from conducting further hearings on its November 6, 2003, application for a variance/special exception. appeals from a March 10, 2006, order of the Court of Common Pleas of Delaware County (trial court) which finds against Q&D and in favor of the Board of Commissioners of the Township of Haverford (Commissioners), Lori Hanlon-Widdop (Widdop), and the Zoning Hearing Board of Haverford Township (Zoning Hearing Board) in a mandamus action filed by Q&D on April 1, 2004.
